Where did you read that?
The only way for a bot to have a verified badge is to also be a Twitch Partner. They are not given out for other reasons at this time. Some of the big bots (moobot, nightbot, etc.) were partnered a few years ago for reason I cannot go into.
Also note the “verified bot” status for rate limit increases is separate and do not come with a badge.
