No. Account ID’s are static and do not change.
The label (username/display name) for an account ID change change.
So as an example:
The ID: 15185913
Is the AccountID for username barrycarlyon which ahs the display name BarryCarlyon
I can change the display name’s capticilsation at will
And I can change the username (aka label) periodically.
But to Twitch I will always be 15185913
