It’s more likely that any of the nodes between you and Twitch are having an issue.
And it’s not Tiwtch itself.
Quite commonly, for example, German/Vodafone will just give up allowing taffic between German and AWS services for whatever reason.
And thats on the ISP/provider not Twitch.
So it’s not likely Twitch are imposing restrictions is more likely your ISP/provider is having and issue or something along the chain between you and Twitch.
Or it’s DNS, or it’s caching, or it’s caching of DNS
