Is extensions overlay only visible at LIVE stream? When stream is OFFLINE overlay is invisible?

By default, a video-overlay extension functions at all sizes while the broadcaster is live. Overlays are not visible on an offline player, as far as I can tell.

If you are not doing anything that needs the context callback javascript function. You can just force your HTML to be 1280x1024 (or whatever) and build in there. I did some testing for the auth callback in a panel before testing it live on a video.
