You can require a phone number, email address etc for someone to actually post in chat if the concern is bot accounts posting spam in chat. The chatters end point provides user id’s and names for who is posting in chat and there are various options you could set up to automatically ban accounts who you deem problematic - at least temporarily, i.e. very new account, no PFP, no bio, username ends in a number, multiple follows from very similar usenames etc. Obviously it won’t catch them all, but we’ve been using something like that to determine whether follows should get on-stream alerts for the past 18 months and so far it’s been very successful.
If you find a website that you feel is reliable at posting lists of suspect accounts, it’s not too difficult (depending on how their page code is organized) to harvest those lists and automate banning those wholesale.
Personally I don’t really understand what the issue is with lurker bots, they just sit there. We’ve had far more trouble with actual humans over the past 3 years.
