If the developers sign up as an organization - are they able to add games to the Twitch database from there, or can they only edit the game categories that ezist already that they claim ownership of?

You can only claim ownership of games that have been imported from IGDB to Twitch, by Twitch.

Sometimes Twitch might need to give it a nudge as the IGDB stuff is newish
