I did enable the tags and commands capabilities as you said, by sending these:
CAP REQ :twitch.tv/tags
CAP REQ :twitch.tv/commands
(Twitch acknowledged this.)
It now does output more stuff, but nothing related to being banned or unable to send message or anything like that…
