If you want to know your own account id you can use https://dev.twitch.tv/docs/api/reference/#get-users 
If you want to know the id of the person using your extension you first need to ask them to share their identity, then it will be available on the id field here : https://dev.twitch.tv/docs/extensions/reference/#helper-viewer
