Does the Twitch “Stream Delay” feature and the ability to configure it through the API add any meaningful functionality on top of the standard Broadcast delay settings client-side “Stream Delay Setting” (within OBS) ?

No.

It’s just an alternative and/or a tool for software that doesn’t support software side delay.

And the twitch version is only available to partners, where as software side is available to anyone that has software that has that function.
