I can already tell that somebody will eventually bring it up so let me just get this out of the way. You can resort to solving your problem by request a limit increase for your application. Granted, raising the API limit would help your application and many others. In most cases that is necessary, but in cases like this where an API request can be avoided in determining the relationship between user and channel when connected via an IRC server should be avoided.
