All that is bot developers choice to cache that then and I imagine that all the bots in question do cache data where relevant.
So caching vs fetching is developers choice and the large bots are already caching to save lookups, so not sure what you intend to change?
I know I cache most of the relevant data from a Twitch Channel that my bot(s) need to refer to. Most of the data I need I get from Twitch webhooks.
