So the backend service will get to it in time.
It’s not you making calls thats the issue.
It’s the thousands of people trying to do the same thing via other/existings tools for no reason since this isn’t the intended use case for the endpoint(s)
There isn’t “per app” quota here.
It’s the flood of block/unblocks into the block service from everyone together that is the issue.
