This is a developer forum, no one can give specific advice on what is/isn’t against Twitch Community Guidelines.
If you think the user broke the Community Guidelines report them. And regardless of if they have broken Twitch’s rules or not, if someone said that in your chat it’s up to you who you want to ban within your own chat and for what reasons.
