Apply a new Chat Delay setting through the API

When the moderation setting is updated, to put or remove the Chat Delay (even through the Creator Dashboard), only took effect when I refreshed the browser. Is there any way during a broadcast to make changes to the Chat configuration applied without the viewers having to refresh?

Sounds like a first party bug or feature request. and not a problem with the third party API.
